In 1963, the director of the Miss Tulsa contest (Phil Sherman) filed a complaint with the winner, Cheryl Semrad, and opened a petition with Miss America to move the franchise to Tulsa, rather than Oklahoma City. The First Christian Church and director Dollie Hoskins had led the Miss Oklahoma Pageant for 10 years.
