Valentine has a background in organic chemistry and electrochemistry. She completed her PhD in Environmental Engineering and Water Technology from IHE Delft in 2013. Valentine has a long career in serving public institutions of Rwanda, contributing to improving the quality of the country's technical education. She served as Deputy Vice Chancellor in-charge of training, institutional development and research at Rwanda Polytechnic, and was appointed as Minister of Education in 2020. In 2022, she was appointed as Minister of Gender and Family Promotion.
