The Slums lie outside of Central-118, forming a ring around the city. The Slums broke away from Central-118 prior to the start of the story and since then have ruled themselves. While the government doesn’t have direct jurisdiction over the slums, basic laws are still upheld in order to maintain basic livelihood. The Slums are home to around 8 million people coming from all kinds of backgrounds mostly consisting; of ex-criminals, runaway scientists, ostracized people, poor people, artists, and runaway androids. Plenty of other people have also moved to the slums in order to escape the government’s restrictive rule.
The people of the slums all get along very well and have formed a community amongst themselves. They have constant pop-up markets, celebrations, block parties, etc. They are also always willing to lend a helping hand to anyone in need, even androids.

Much like in Central-118, Androids are very common throughout the Slums, albeit for different reasons. Most of the androids that live in the Slums are runaways or trashed androids that were originally from the City. Very few people could afford the luxury of owning an android in the Slums, so finding someone who has bought an android or acquired ownership of one is very rare.
These androids that live in the Slums, known simply as Slums Androids, are free roaming and are no longer controlled or monitored by the government of Central-118. They do not poses the conscious freedom of autonomous androids such as Cyrus or Jade, however they are still able to act on their own. The people of the Slums have actually discovered that even though these androids do not posses deep conscious thought, they are still able to learn and adapt well to human life in the Slums and can take care of themselves. Still, the people of the Slums help take care of the androids, assisting them with affording basic necessities, finding jobs, and repair costs. Some androids, however, are unable to live on their own due to their restrictive programming, so the people of the Slums have taken them into their homes to give them shelter.
While androids are welcome in the Slums, there are many people who despise the idea of androids existing, believing them to be monstrous creations that threaten the future of humanity. There are other people in the Slums who just simply like destroying and damaging androids because they can. So while it is much safer for androids to exist in the Slums, its not like they are entirely protected either. This is why some people, such as Lily's Creator, choose to keep their androids in hiding.
Autonomous androids are very rare to find in Sector-118, however the Slums is home to plenty of them. Namely, Cyrus, Zero, Jade, and Lily are just a few of numerous autonomous androids that exist in the Slums. Still, the number of autonomous androids pales in comparison to the number of regular androids.
Most autonomous androids in the Slums are newer models, however there do exist special cases such as Zero where these androids are older, outdated models that have been modified to have conscious thought.
Autonomous androids live in hiding, though not on purpose. Its just because they act and feel so human that they don't really come across as being an android. Many people in the Slums could have interacted with an autonomous and they would be none the wiser. The autonomous androids of the Slums simply wish to live a peaceful, normal life, so they tend to avoid trouble and stay away from majorly populated areas of the Slums.
