Government

Two governments exist within Sector-118: the main government of Central-118 and the government in The Slums. The two act in direct opposition of each other, however they hardly get in each other's way. This is mainly due to the fact that the main government of Sector-118 had abandoned the Slums long before they broke away. To them, the Slums was negligible; them breaking away was cementing this fact.

The main government in Sector-118 has no jurisdiction over the Slums, so the laws within the Slums are very loose, especially regarding androids.  

Main Government: Central-118

The main government of Central-118 remains a mystery. While it's influence is vast and well known, the inner workings of the government are largely unknown. All that is known currently is that the government is present in almost all aspects of life in the City. They own many big name companies, and as a result have a lot of influence over the economy and political sphere. 

The government has strict regulations regarding androids, keeping them under constant watch 24/7. This is done for a number of reasons, with the main one being to prevent any possible uprisings from the android race. The government sees androids as lesser than humans and wants to prevent them from ever becoming anything more than that. Controlling the androids also ensures that the government maintains a tight grip on society. 

Slums Government 

While there technically exists a government in the Slums, its less of a government and more of a unified understanding that the people can rule themselves. There are basic laws kept in place to prevent crime rates from skyrocketing, however the Slums is very loose in how they govern society. 

Androids are very commonly seen in the slums, however unlike Central-118, these androids are not government owned or monitored. The androids in the slums are also free roaming, so while they do have owners, they are allowed to go about on their own. However, most of the time the androids will stay around their owners since they are not autonomous and don't have free will. 

Controversies

The government has had its fair share of controversies in its history. Many of these include corruption, manipulation, political assassinations, unethical research, etc. The government has lost the trust of the vast majority of people in Sector-118 due to these controversies, however they remain in power due to their sheer amount of influence and control over the economy and technology of the Sector, making it hard to defy them. 

Some of the biggest controversies the government has faced specifically have to do with their Advanced Robotics Department, however information on these controversies remain classified.
