The Academic Council of URIOF NAAS is a collegial governing body responsible for the institution’s scientific and scientific-technical activities and performs advisory and consultative functions. The composition of the Academic Council is approved by an order of the Academy upon submission by the institution for a term not exceeding three years.
The head of the scientific institution, the Deputy Director for Scientific Work, and the Scientific Secretary are members of the Academic Council ex officio.
The Chair of the Academic Council, their deputies, and the Scientific Secretary are elected from among its members by secret ballot.
The Academic Council also includes the Chair of the Council of Young Scientists (or a representative of another association of young scientists) and the head of the institution’s primary trade union organization.
The Academic Council consists of 21 members. At least three-quarters of its composition are elected by secret ballot at a meeting of research staff, while the remaining members are appointed by an order of the head of the institution.
Candidates receiving not less than 50% of the votes of the meeting participants who took part in the voting are considered elected to the Academic Council.
The Academic Council may also include leading scientists from other профиль institutions and specialists from the agro-industrial sector.
The exclusive competence of the Academic Council includes the following matters:
determining the development strategy of the institution and перспективные directions of scientific and scientific-technical activity;
scientific and scientific-technical evaluation of research topics and results;
approval of annual research plans and scientific-technical (experimental) development plans;
improvement and development of the institutional structure;
approval of the results of certification (attestation) of research staff and competitions for vacant positions;
nomination of scientific works for prizes, medals, and other awards, including international ones;
approval of annual reports on the institution’s activities and its financial plans;
adoption of decisions regarding the placement of the institution’s own revenues in relevant state bodies or state-sector banking institutions;
approval of the list of positions for which flexible working hours or remote work arrangements may be applied.
For the preliminary consideration of issues, the Academic Council establishes a methodological commission, as well as permanent or temporary commissions on актуальні issues of agricultural science. The chairs of these commissions are appointed from among the members of the Academic Council.
The Academic Council is considered competent if at least two-thirds of its members are present at a meeting. A decision is considered adopted if more than half of the members present vote in favor. Voting is open unless otherwise decided by the Academic Council. The adopted decisions are recorded in minutes signed by the Chair and the Scientific Secretary of the Academic Council.
The Academic Council plans its activities and maintains appropriate records. The documentation of the Academic Council is stored for 10 years.
