How to use billing consol to purchase RIs (Not recomended)

1. Click Billing > Savings Plan to go to AWS Cost Management Window

2. Click Savings Plans > Recommendations

3. At the buttom, Recommended Compute Savings Plans section. Click "Add seleted Savings Plan(s) to cart".
