Project FASTS: Fostering Access and Streamlining Tools for LRM Services
Project FASTS is a strategic initiative led by the Learning Resource Management Section (LRMS) that focuses on improving the accessibility, efficiency, and transparency of learning resource services within the Division. It emphasizes not only the timely updating and availability of learning materials but also the streamlining of LRMS procedures and tools to better serve schools, teachers, and learners.
By ensuring that learning resource needs are accurately identified, contextualized LRs are published and accessible, and LRMS systems are aligned with operational standards, Project FASTS supports a responsive and learner-centered education delivery aligned with the goals of the Revised K to 12 Curriculum.
In line with the Schools Division Office of Ligao City’s commitment to advancing equitable and technology-driven access to quality-assured instructional materials, the Learning Resource Management Section (LRMS), successfully developed the official division learning resource portal: LIPAD-Ligao Interactive Portal for Academic Development. Completed in the first half of 2025, LIPAD marks a significant milestone in the division’s efforts to promote innovative, efficient, and learner-centered educational delivery.
LIPAD is an innovative initiative of DepEd SDO Ligao City - Learning Resource Management Section (LRMS) designed to provide accessible and curriculum-aligned learning resources for teachers and learners.
LIPAD serves as a centralized hub where teachers, learners, and school leaders can access, download, and utilize a wide array of interactive, printable, and multimedia learning materials aligned with the K to 12 Curriculum. Through this digital platform, SDO Ligao City LRMS aims to equip every school—whether in city, coastal, or upland areas—with the digital tools to navigate and thrive in the evolving landscape of learning.
One of the key impacts of LIPAD is how it streamlines the distribution and access to digital learning resources across all schools in the division. Instead of distributing files manually or through fragmented channels, the portal enables real-time uploading, organized archiving, and seamless downloading of materials. Teachers, school heads, and learners can instantly access the most updated versions of resources, with minimal technical barriers and without the risk of outdated or duplicate files. The portal’s structure includes searchable categories and curriculum tags to simplify navigation and retrieval.
With the digital copies of lesson exemplars, activity sheets, storybooks, and other key resources now housed in LIPAD, schools no longer need to rely solely on printed materials or limited sharing options. This not only accelerates the flow of learning materials but also promotes sustainability by reducing printing and distribution costs. The portal empowers teachers with ready-to-use tools that enhance lesson delivery and learner engagement, particularly in remote or resource-challenged contexts.
As part of the portal’s continuing development, orientation sessions, user feedback collection, and content updates are regularly conducted by the LRMS team to ensure its relevance, usability, and effectiveness. With LIPAD now operational, the Division of Ligao City continues to uphold its mission of delivering accessible and high-quality education for all learners—anchored on innovation, inclusivity, and instructional excellence. LIPAD was conceptualized and developed by Rommel Carl Peralta, the Education Program Supervisor of SDO Ligao CIty-Learning Resource Management Section.
To institutionalize a clear, efficient, and standardized process in the development, quality assurance, and publication of locally created learning resources (LCLRs), the Schools Division Office of Ligao City through its Learning Resource Management Section (LRMS) successfully crafted the Contextualized Policy Guidelines on the Development, Quality Assurance, and Publication of Locally Created Learning Resources.
This policy initiative aims to ensure that all LCLRs produced within the division are aligned with the national curriculum standards, inclusive, developmentally appropriate, and responsive to the diverse contexts of learners, especially those in coastal, upland, and remote areas. Recognizing the increasing demand for supplementary learning materials that reflect the culture, language, and realities of the local community, the contextualized guidelines offer a clear operational framework for all resource developers, reviewers, and implementers.
The accomplishment includes the following key components:
Establishment of a Standard Workflow from concept proposal to writing, reviewing, editing, finalization, and publication of LCLRs.
Integration of Quality Assurance Mechanisms aligned with the DepEd LR standards and Three-Level QA process
Inclusion of Templates and Checklists to guide developers in producing user-friendly, gender-responsive, error-free, and curriculum-based materials.
Defined Roles and Responsibilities of writers, illustrators, layout artists, validators, reviewers, and endorsing authorities.
Policy Support for Publication and Digital Hosting, including uploading to the LUNAD Portal, ensuring broader access and sustainability.
Moving forward, orientations and capacity-building sessions will be conducted among school-based learning resource teams to strengthen the quality and quantity of locally developed resources. By formalizing the processes through these contextualized guidelines, SDO Ligao City affirms its commitment to empowering schools as creators of meaningful, relevant, and high-quality learning resources.
This initiative complements the division’s broader effort to institutionalize systems that support localized and differentiated instruction anchored in the K to 12 Curriculum.
