The Blended Learning Teacher Competency Framework

The Blended Learning Teacher Competency Framework (BLTCF) is a continually improving tool for educators and leaders to have a launching point for blended learning inside classrooms. These competencies have been developed to be applied across different environments and instructional contexts.


The framework identifies 12 competencies that are organized into four overarching domains:


1. Mindsets 2. Qualities 3. Adaptive Skills 4. Technical Skills.

The domains will be explained in greater detail over the next several pages. It is important to understand that the competencies, while derived from traditional and effective teaching practices, were curated with attention to identifying and emphasizing competencies that are connected to educators' abilities to continually learn and innovate the work they do with students.
