The Hebrew word שֹׁפְטִים (shoftim) is traditionally translated "judges" but we should not think of judges in a courtroom. It refers to leaders or rulers raised up to lead, guide and deliver the Israelites. While they did settle disputes and administer justice, they also led the Israelites in battle and provided leadership and governance for the tribes of Israel.
