The Colorado Division of Motor Vehicles now allows interested developers to build and sell software that allows remote title and registration services. The developed software would interface with the DMV’s internal transaction processing system, DRIVES, saving Coloradans from the time and hassle of visiting a County Motor Vehicle Office.
The program was made possible by House Bill 18-1299 (HB 1299), Senate Bill 19-256 (SB 256) and SB 21-076 (SB 076).

Correcting TPT/EVTR transactions
Similar to the county process, only a specific percentage of EVTR transactions are capable of being audited. If your county is having to make corrections to an account due to a mistake that occurred from an EVTR transaction, let us know.
We are tracking instances that are being resolved locally in an effort to improve service for both counties and EVTR vendors. In the event you are not able to correct the transaction you may also request additional assistance from the EVTR Unit in resolving the problem.

The spreadsheet below automatically adds vendors as they complete the Third-Party Transaction registration. This list allows you to easily verify whether a vendor is part of the Third-Party Transactions program. As these vendors onboard dealers and other users of their systems, we will also add the list of companies that transact and which vendor they are associated with for customer service reasons.
We will be asking vendors to display the badge on their websites so you know they are legitimate. Vendors can also display this physically if they have a brick-and-mortar location.
Developed software will interact directly with DRIVES
Ensures whoever uses the developed software maintains at least an 85% accuracy rate for all transactions.
Provides user instructions, including all materials on how to operate their system.
Provide a clear list of non-DMV/State/County fees associated with the platform.
Acts as the liaison between the customer and the state-operated DMV.
Ensure funds will be remitted in a timely manner to the appropriate county, based on the customers county of residence.
Work with vendor to address any system issues
Provide support and technical insight as needed
Communicate any changes in a timely manner
Verify provider access to DRIVES upon contract execution and vendor development
New Third-Party Transactions Unit will review transactions
Acts as the liaison between the third party vendors and counties
Audit transactions in a similar fashion to how county reviews are done in the Title Services Unit (TSU). (For example: High risk, NMVTIS, Low Risk Cues, etc.)
Counties will be responsible for ensuring appropriate funds are received from the vendors.
MVOs will ensure proper distribution of funds to jurisdictions within their county, and to the state.
Counties will continue to receive clerk hire fees, and lien filing fees (as applicable).
