In response, a group of PSSD educators (see below) came together to determine what interventions could be used to help students better understand these topics. What follows is the result of those efforts.
The work of the group is broken into three sections. One idea is that we want classrooms where student identify as mathematicians - this is further discussed in the Creating Math Culture section of this site. Second, there are specific teaching strategies and tools that can better help students understand working with fractions decimals and percentages - this can be found in the Fraction Specific Learning section. Finally, we want students to be able to recall what they've learned later on - specific ways to have that happen are discussed in the Retention Strategies section.

This section is applicable to all math instruction and learning and highlights some thinking and a number of strategies to create a classroom culture where students see themselves as mathematicians.
