Right after an earthquake affecting the ZCMC, all units should do a rapid damage and needs assessment. This should be done by any ZCMC staff inside a building. (Note: all ZCMC staff should be trained on how to do the rapid damage and needs assessment of a building.) He may be assisted by a staff from the Engineering Department if the latter is available. The information obtained from the rapid damage and needs assessment of all units are then forwarded to the Incident Command / Operation Center for collation followed by problem-solving and decision-making.
