Manuel duBlan was born in 1830 in the city of Oaxaca. As a young man he studied at the Institute of Sciences and Art. Two other students of note were Benito Juarez and Porfirio Diaz. Having completed his studies as a lawyer, he became active in the politics of his native state. He and Benito Juarez were close friends and compatriots.
He married Juanita Maza, twin sister to Margarita Maza, wife of Benito Juarez. Manuel then married Dolores Montesinos. They had three children, Ignacio DuBlan y Montesinos, Luis, and Maria.
He was personal attorney to Benito Juarez, Liberator of Mexico in the first Revolution. Manuel was also Counsel to Maximillian, Emperor of Mexico, during his trial for Treason. After Juarez died, Manuel's fellow townsman, Portfirio Diaz assumed the Presidency of Mexico and Manuel served as his Minister of Finance. The second presidential period of Diaz (1884-1888) brought Manuel DuBlan a leading role in national politics as the Minister of Finance for Porfirio Diaz, a corrupt dictator.Nevertheless, in that role, he managed to re-structure the internal and external debts of Mexico and laid the economic foundation of the Diaz regime.
Manuel Dublan continued to serve as Minister of Finance until he died on May 31, 1891.
