The Board of Adjustments (BOA) is a five (5) member board -- with four (4) alternate members -- consisting of residents and taxpayers of the City of Rockwall. In accordance with Section 211.008 of the Texas Local Government Code (TLGC) and the Unified Development Code (UDC) of the City of Rockwall, the BOA is authorized to consider -- in appropriate cases and subject to appropriate conditions and safe guards -- special exceptions or variances to the terms of the zoning ordinance that are consistent with the general purpose and intent of the ordinance and in accordance with any applicable rule contained within the ordinance.
The Board of Adjustments has the authority to hear and decide requests for variances, appeals of administrative decisions, and certain special exceptions as specifically allowed by the Unified Development Code (UDC). In carrying out its duties, the Board evaluates each request based on established legal criteria, testimony presented at a public hearing, and the unique circumstances of the property.

Decisions of the Board of Adjustments (BOA) shall be final unless an applicant appeals the BOA’s decision to a district or county court in Rockwall, Texas, within ten (10) calendar days of the BOA’s decision being filed. The BOA’s decision is deemed to be filed in the Planning and Zoning Department of the City of Rockwall on the first business day following the BOA’s decision. According to Section 211.011 of the Texas Local Government Code (TLGC), any party desiring to appeal the BOA’s decision to a court is required to submit a verified petition stating that the decision of the BOA is illegal in whole or in part and specifying the grounds of the illegality.
