LAND USE AND GROWTH MANAGEMENT

VISION STATEMENT

The City should incorporate a mix of land uses that will strengthen the economic vitality of the community and provide a broad range of opportunities for living, recreation, shopping, and business. Land uses should be distributed in a manner that fosters a sense of community and provides for distinct neighborhood identities. In addition, residents and visitors should have ready access to amenities that the City offers such as recreation, shopping, and cultural activities.

FUTURE LAND USE PLAN AND DISTRICT STRATEGIES

The Future Land Use Plan is composed of the Land Use Goals, Policies, Designations, and Districts contained in Chapter 1, Land Use and Growth Management, of the OURHometown Vision 2040 Comprehensive Plan. In the updated Future Land Use Plan, the City is broken down into districts that provide comprehensive strategies for growth in specific areas of the City that may not be applicable citywide. This approach acknowledges the inherit differences in the City's land use patterns and seeks to grant the City's elected and appointed officials the flexibility to consider area specific strategies during zoning cases. NOTE: It is important to note that the Future Land Use Plan does not represent zoning, and does not dictate or regulate the use of land within the City’s Extraterritorial Jurisdiction (ETJ). The Future Land Use Plan is intended to be a depiction of the City’s ideal land use pattern, and to be a guide for future zoning decision used by appointed and elected officials.

IMPLEMENTATION STRATEGIES

An implementation plan is the process of transitioning from the act of planning to application. To do this, the OURHometown Vision 2040 Comprehensive Plan used the goals and policies established in each section of the document to draft implementation strategies, which are the necessary steps to implementing the community's vision. Below is a list of the implementation strategies for this section. The timelines associated with these implementation strategies are intended to guide staff's progress, and create a system of accountability that will lead to measurable successes for the community.
