Moving a lot of boxes around

1. Move Setting Rules into its own subsection, rather than a sub-subsection with more subsections, because too many subs are bad. Except for subway sandwiches, those are tasty.
2. Update Gear page: add tables, list mundane options, etc. Add in entry for a chakram/boomerang. Because adding in a reference to Xena, Warrior Princess was too tempting to resist. :D
