What is the Google Sites App?
Google Sites itself is an application for designing web properties (websites and intranets). This software is an online-only service provided by Google Inc. to Google account holders and Google Workspace users. Google Sites is an app in the lineup of core services for Workspace available at all pricing tiers.
The Google Sites product is only available for editing on desktop computers, or desktop simulating environments, such as viewing on a mobile device with "Desktop Mode" enabled. There is no Google Play Store or Apple App Store app for Google Sites.

How do I manage Google Sites as an application of Workspace?
Administrators have access to Google Sites settings from the admin console of Google Workspace. Simply got to Apps > Google Workspace > Sites. From here Sites Google management includes:
Service Status of Google Sites and whether turned on/off for users or organizational units
Access of creation, editing and updating Sites in the domain
Custom URL settings to manage your Google Sites custom web addresses to allow people to access your sites through one of your subdomains
