Underground coal mines are developed into panels, and the longwall mining cuts one panel/block at a time.
From google earth images, one can tell the panels as a set of rectangles next to each other. Those are probabl the roads for installing and inspecting goaf skids for sucking methane and other gas out of the mined area (goaf).
Below is an example of the Moranbah North and Grosvenor mines.
The Grosvenor mine has more little squares, along the panel. Those are probably gas stations for extracting coal seam gas (methane) by Gas companies like EPL.
