In March, Tester introduced a bill to delay the implementation of the Durbin Amendment, which would slash debit interchange fees from 44 cents per transaction to 12.
The Debit Interchange Fee Study Act has gained momentum as the July 21st implementation date draws nearer, drawing the ire of merchants and the delight of both behemoth financial institutions and small community lenders.
