This emblem was designed by an ethnic Yugur designer. It is a sacred deer from a famous Yugur's folk story "pearl-deer". The story says an ethnic Yugur girl, Ma-er, loved a poor boy, Saka. Her parents refused to accept Saka. Ma-er and Saka then escaped to another tribe. One day, Saka lost his way during hunting. A pearl-deer led him back home. The galloping sacred deer refers to fast social development of ethnic Yugur. The sacred deer carries two pearls on its head and a snow-lotus in its mouth. It represents persistence, fortitude, auspice, and fortune. Qilian Mountain surrounded by "auspicious clouds" and red sun represent welfare, glory and hope.
在裕固族中流传有民间故事《珍珠鹿》。故事讲述裕固族姑娘玛尔建违背了父母的意愿爱上了穷人家小伙子萨卡,不得不逃到另一部落。在一次打猎中,萨卡迷了路,后来在珍珠鹿的指引下找到自己的家。“神鹿”腾空跃起象征裕固族的腾飞发展。“神鹿”头顶珍珠,嘴衔雪莲花,寓意吉祥如意、坚忍不拔。祥云缭绕以及祁连山、红太阳象征富饶、光明与希望。
