This emblem was designed by an ethnic Li Chinese designer. Li brocade is a well-known Li art. Dragon Men Brocade is a well-known double-sided embroidary of Baisha Li. The central large man figure contains ten smaller men figures. The dragon-pattern decorations are used on the large man and both margin sides. The large man appears to be heroic, fearless, and impregnable. Dragon represents the spirit of unity of Chinese people. The Mt. Five-Fingers on the top, the rivers and waves of the South China Sea below symbolize the rapid development of Hainan province. This emblem is a reshapment of Li's traditional decorative figures. It symbolizes Li's spirits of hard-working and breaking new ground.

Li brocade, known as "The Living Fossil in the Chinese Weaving History", has a history of more than 3,000 years. The Li weaving technique was the most advanced technique in China back to the 13th century. HUANG Daopo, a legendary woman from Shanghai, learned Li's weaving from the Li people and brought it back to her hometown. Gradually the Li weaving technique was spread across the whole country. A key feature of the Li brocade is that all dyes used in the Li brocade are floral dyes instead of animal dyes or mineral dyes.
