Ethnic Xibo/Xibe Chinese 锡伯族

This emblem was designed by an ethnic Xibo designer. It was said that when Xibo people crossed the Great Khingan Mountain, they found it was hard to advance because mountains were high, valleys were deep. Suddenly a sacred animal appeared. It looked like a horse; its voice sounded like an ax; it run very fast. This animal was called by Xibo Chinese as “Auspicious Animal”. Later it evolved to be the Horse Deity “Hal Kankafa”. Xibo people like horse. They think that it has spiritual understanding on human beings; it understands righteousness and knows to pays a debt of gratitude. The clean-and-snowy white, cute and auspicious image of white horse represents the spirits of Xibo people’s working hard and aiming high, fostering friendship and peace, and serving the public with dedication and integrity.

相传锡伯族人在穿越大兴安岭时，因山高谷深，行进困难。这时出现一形似马，声似牛，行走如飞而善解人意的神兽，被称为“瑞兽”，后来演变成马神“海尔堪玛法”。锡伯族爱马，认为它通灵性、通人情，能知义报恩。洁白如雪、英俊吉祥的白马形象，象征锡伯族奋发向上、和平友好、无私奉献的民族精神。
