I was looking up information on how to compile OpenSSL, and came across a wealth of library compiling instructions. The Gaia-SINS website has a long HOW-TO for building dependencies. The page for MinGW is here: http://www.gaia-gis.it/gaia-sins/mingw_how_to.html . If you browse the main site, they also have pages for MinGW64 and Visual Studio.
