Project: Major Project: Construction of an open sided, roofed pavilion.
Expected Action Item: Upon close of Public Hearing, discuss whether to have resolutions prepared for the next meeting.
Garrison Golf Club PDD/Hudson Valley Shakespeare Festival, 2015 Route 9 Garrison, NY 10524
TM#60.-1-59.2 & 59.3
Project: Major Site Plan & 3-lot Subdivision Phase 1; Modifications to the GGC PDD to permit relocation of the Hudson Valley Shakespeare Festival to the site, new open-air theater, outdoor pavilion and housing for artist and visitors (existing banquet/restaurant facility to remain); the 225-seat indoor theater and 20-room hotel have been eliminated from the project’s scope. Expected Action Item: Board to discuss proposed revision to Condition 2D of the subdivision approval to allow HVSF to donate title to the conservation parcel to Hudson Highlands Land Trust rather than recording a conservation easement. Donating the parcel in fee simple will ensure the land is permanently preserved for conservation purposes.
Hudson Highland Reserve, Route 9 & Horton Road, Cold Spring, NY 10516, TM# 17.-1-76, 17.-1-77.2, & 17.-1-39 Project: Major Project; “Conservation” Subdivision (see Zoning Code Sections §175-19 thru §175-21) on 210 acres; 24 residential lots, each approximately 1 acre, served by individual wells and community wastewater treatment facilities. Through the EIS process, the equestrian center formerly proposed was eliminated. Expected Action Item: Review of applicant’s latest submittal documents to satisfy conditions of Preliminary Subdivision approval resolution; AKRF/Stephen Gaba to review compliance with approval conditions and next steps.
New Business
Automar, 3070 Rt. 9, Cold Spring, NY 10516, TM#27.16-1-23
Project: Major Site Plan; Proposed project is a two phased project with Phase 1 being a proposed gas station with a Dunkin Donuts and 18,000 square foot flex building. Future phase 2 is a proposed solar farm in the rear portion of the property. Applicant is seeking referral to the Zoning Board of Appeals for a variance (175-43C) for a drive-thru lane.
Expected Action Item: Applicant to make their initial presentation to the board; Board can classify project as a “major” project, declare the matter an unlisted SEQRA action & determine whether to conduct a “coordinated” or “uncoordinated” environmental review; determine whether referral to the Zoning Board of Appeals is required; determine whether a Site Inspection should be scheduled.
