Project: Major Site Plan; Applicant seeks site plan approval for the construction of a 5,000 square foot building to house an office, equipment and material for a landscaping company operation, along with an access drive, parking and outside storage. The site contains a single-family house that will remain. A new driveway entrance for the landscaping company is proposed the Route 9 frontage. The driveway for the single-family house will remain from Old West Point Road West. Landscaping and a fence are proposed to separate the uses on the site. At the January 2024 meeting the board classified this a “major” project. At the June 2024 meeting the Board declared it an “Unlisted Action” pursuant to SEQRA; at the October 2024 all referrals were directed to be made.
Expected Action Item: Review latest submission, upon close of Public Hearing, discuss whether to have a resolution prepared for the next meeting.
Kingsley, 50 Old Albany Post Rd. North, Cold Spring, NY 10516, TM#17.-1-72.2
Project: Amended Site Plan, Minor: Applicant is seeking amended site plan approval to convert 4-bay garage into two 1-bedroom apartments. Two 2-bedroom upper floor apartments in the current mixed-use building shall remain. The multi-family dwelling shall be served by an existing separate subsurface sewage treatment system to be expanded and an existing private water supply well.
Expected Action Item: Upon close of Public Hearing, discuss whether to have a resolution prepared for the next meeting.
Old Business
Hudson Highland Reserve, Route 9 & Horton Road, Cold Spring, NY 10516, TM# 17.-1-76.112, 17.-1-77.2, 17.-1-39, 17.-1-76.21, 17.-1-76.111 & 17.-1-48
Project: Major Project; “Conservation” Subdivision (see Zoning Code Sections §175-19 thru §175-21) on 210 acres; 24 residential lots, each approximately 1 acre, served by individual wells and community wastewater treatment facilities. Through the EIS process, the equestrian center formerly proposed was eliminated. Conditional “Preliminary” Subdivision approval was granted on September 21, 2023. Applicant is now seeking “Final” Subdivision approval.
Expected Action Item: Board to consider adoption of a resolution granting final subdivision approval (with conditions).
Fergus & Chen, 236 Old Albany Post Rd., Garrison, NY 10524, TM#72.18-1-12.1
Project: Minor Site Plan: Applicant is seeking site plan approval to raze existing 1,645 square foot single-family home to be replaced with a new 4,077 square foot single-family residence to be served by a new septic system and potable water well. Existing septic components and well to be decommissioned. All existing accessory structures including detached garage/apartment, storage shed, in-ground pool and associated utilities to remain unaltered.
Expected Action Item: Board to discuss latest submission and 3/16 site visit and determine if a public hearing should be scheduled.

Jaymark Jewelers, 3612 Route 9, Cold Spring, NY 10516, TM#17.-1-46
Project: Amended Site Plan, Minor: Applicant is seeking amended site plan approval for a front entrance addition and updates to exterior of existing building.
Expected Action Item: Upon hearing the applicant’s initial presentation, the Board will evaluate whether the project complies with Section 175-68D (1) concerning minor Site plan amendments. This will govern how the Site Plan amendment shall be processed by the Board.
Gatekeepers, 3691 Route 9, Cold Spring, NY 10516, TM#7.-1-4
Project: Amended Site Plan, Minor: Applicant is seeking amended site plan approval to utilize 2 acres of their 11.6 acre site for use as a landscaper/contractor yard.
Expected Action Item: Applicant to make initial presentation to the Board; Board can classify as “major” project site plan review per Town Code; Board can then declare the matter an “Unlisted” SEQRA action, and determine whether to conduct a coordinated or un-coordinated environmental review with other involved agencies; make necessary referrals to outside agencies; and then determine whether a Site Inspection should be scheduled.
