In May, before their Freshman year, the student will apply to receive a Cosmetology Student Permit from TDLR. The $25 registration fee must be paid with a credit or debit card via the Revtrack System. If you wish to not use a credit or debit card, we have found that the Vanilla brand Visa gift cards have been the easiest for this online transaction.
It is imperative that this gets done in a timely matter. By law, we have 10 days to purchase the permit once enrolled.
If a student does not have a social security number, an online payment can’t be made. Please bring a $25 money order to Onboarding and the application with your payment will be mailed to TDLR. Please write out the money order to TDLR.

After registering with TDLR online using a credit card(with a social security #) or by mail with a money order(if no social), you will receive a full sheet containing 2 permits. Once this document is obtained, a passport style photo of the student must be adhered in the designated location. The photo must clearly show the student’s face from the shoulders up. This is an official state document and should be held with the same respect & importance as a driver’s license.
Cut the 2 permits apart; one is to be kept by a parent or guardian and the other is to be held by the student. A permit is kept on file in the department, another in the TDLR Inspector’s binder and lastly, one gets laminated for the students locker and binder. This permit allows the student to study and practice cosmetology in the state of Texas until an official Cosmetology License is obtained. It also enables the student to enter and make purchases at professional beauty supply stores. This permit number will be required to purchase a ticket to any professional hair show. This permit is valid until a Cosmetology Operator license is obtained in the state of Texas.
Per TDLR Law, the permit with a photo MUST be in the student’s possession while in the Cosmetology department.
A permit will be displayed on the student lockers and binders. Both must have current photos.
