The Netherlands has a great range of degree programmes with English as the medium of instruction. Recently Island School has had students accepted at Groningen and Tilburg universities but there are many others that offer excellent programmes. University College Roosevelt offers a Liberal Arts and Sciences programme and more information on this university can be found in the UCR attachment below. A good source of information is the Study in Holland site.
The Netherlands Consulate General Hong Kong website has a lot of information on studying in the Netherlands as well as some informative videos. It's also worth reading this article published on 17 August 2012 on how significant the cost savings can be for those attending university in the Netherlands.
