What is the NIHR Outcomes Framework?

The NIHR Outcomes Framework shows the commitments that guide us as we seek to improve the health and wealth of the nation through research.

The framework is a statement of our intended outcomes and a tool for tracking and learning from our progress.

Why does the NIHR Outcomes Framework matter to me? 

Domains, outcomes and indicators

The outcomes included in the NIHR Outcomes Framework are grouped into four domains

Each domain includes five outcomes and one or more indicators.

Each outcomes is evidenced through one or more indicators that use NIHR’s routinely collected data to provide an indication of how we are progressing towards each outcome.

We include qualitative and quantitative indicators in the framework, and triangulate data where possible.

Addressing Needs 
domain report - What's it about?

In September 2023 we published an evidence report on the Addressing Needs domain.

The report is a positive step in our ambition to demonstrate progress towards our mission in a transparent, systematic and methodologically robust manner. Data from across NIHR has been collected and aggregated to paint a picture of our progress at an organisational level. The evidence presented under each outcome provides an indication of how we’re doing, and can highlight areas where we’re particularly successful or perhaps not doing as well as we’d have hoped. This means that the indicators in this report won’t tell us everything, but we can use the findings for learning, decision-making and signposting in those areas where deeper dives such as evaluations may be required to provide the full picture.  

How has the framework
changed NIHR processes?

We collaborate with a community of interest for each outcome in the framework, and each outcome has one or more sponsors. We share expertise, insights and learning through this forum. 

The community typically includes methods and subject matter experts, senior leaders, decision makers, data holders, business intelligence and data analysts, and Monitoring, Evaluation and Learning managers from across NIHR and DHSC.
