COST PLAN ANALYSIS
Before an Elemental Cost Plan can be generated, the proposed Client Requirements must be reviewed.
The Client (BHD) is considering undertaking a property development in Berlin and has identified two sites of potential interest.
BHD have provided the following key considerations:
· BHD are keen to explore the potential to add more floor space to the property.
· BHD are an experienced mixed-use developer.
· BHD are keen to see something that is sustainable, meets local objectives and stands out as an exemplar project.
After an initial assessment and a preliminary meeting with the client on the evening of 2nd June, Building 1 has been chosen as the preferred site based on the following assumptions:
· The Client is assumed to want to maximise the financial return on their investment.
· The Client is assumed to have a reasonable budget to develop the two identified sites.
· The Client is assumed to hold the following values in order of precedence:
o 1. Cost
o 2. Time
o 3. Quality
The existing building will be refurbished against the criteria listed within the Preliminary Assessment.

The approximate Gross Internal Floor Measure is calculated as 26.49m x 79.42m = 2,103.84m2.
A full comparative elemental cost plan is generated by downloading a similar elemental cost analyses from BCIS. Refer to Fig 1 Reference - BCIS - Warehouse - #33351 (Lewisham, London) Reference Project - Cost Plan’ for the Reference Cost Plan.
The BCIS search was narrowed to the following criteria:
1. Basic Parameters:
800. Residential Facilities – 818. Housing with shops, offices workshops or the like
2. Building Specification:
Floor Area – Gross Internal Floor Area Custom Range – 1000 to 4000 m2
Number of Storeys – Number of Storeys Range 6 to 14nr
The reference file was adjusted to the following criteria:
Re-based Location to London
Re-based Date to Q1 – 2026
Rebased to Berlin using the ‘International Construction Cost Index 2024’. Arcadis (2022).

25 - Berlin Average Location Index – 153
Rebase value for Cost Plan = 153/223 = 0.686
