As per Björn Leffler, the proposed project located on corner of Mollstrasse and Otto-Braun Strassewas a former residential building built in 1970s, which was then used by Mercure Group as a hotel unit until 2019. The proposed building is 26.14 m wide and 79.42 m long with total covered area of 2076 m2 .
The private investors are interested in its dismantling and build new apartments, however the Mitti, District government have planned construction of Pure office building. keeping in view the interest of construction approving authority District administration and to generate value for money , Moor construct have decided to renovate the building up to high standards.
Construction project management program involves organizing each part of the project life cycle, from inception to completion. It’s a holistic practice with the goal of delivering projects on time and under budget. Through effective project management, Moor Construct will address many important concerns, including cost and quality control, scheduling, procurement, and risk assessment. Project managers being in charge of the whole process will interact with all stakeholders involved in the construction project, from Berlin administration to architects, owners, and contractors.
Our client is a private sector English client and thus the client can make any reasonable contract with the contractor including JCT, and NEC, and can use any Plan of work including the UK's RIBA plan of work.
Despite careful planning, it is common to have disputes between client and contractor during the project period and beyond while a bespoke contract offers several advantages to the client and transfers the risk to the contractor. According to Jan Schuth from HOCHTIEF Building Company, "construction disputes sometimes take up to 10 years in courts before reaching a final decision". there it is recommended to use NEC form of contract the details are provided in the procurement section.
while construction industry in Germany follow different project management procedure, which include the following stages:
LP1= Basic Design (Pre-Evaluation).
LP2= Basic Design (Preliminary Planning estimate).
LP3= conceptual Design (Design planning, including cost calculation)
LP4= Schematic Design (Building permission application)
LP5= Detailed design (Detailed design)
LP6= Detailed design (preparation of tendering)
LP7= Detailed design (Award of tendering)
LP8= Construction (Construction supervision)
LP9= Hand over (Testing, hand overing and commissioning)
Disadvantage: The Germany project management does not include any project planning for activities after construction such as after care and post occupancy evaluation.
On the other hand UK,S RIBA plan of work include project management strategies form inception to aftercare and beyond. The key stages of RIBA plan of work are discussed as under,
Stage 0: Strategic Definition - This initial stage involves identifying the client's requirements, the project's objectives, and assessing options and defining the project's scope to ensure alignment with the client's vision and feasibility.
Stage 1: Preparation and Briefing - In this stage, the project brief is developed, outlining the client's needs, and constraints. Key activities include conducting feasibility studies, site appraisals, and establishing the project's requirements to form the basis for the design.
Stage 2: Concept Design - During this stage, the initial design ideas are developed into a concept design. This involves sketching out layouts, considering structural and building services strategies, and assessing the environmental impact. The aim is to outline the design approach and obtain client approval.
Stage 3: Spatial Coordination - This stage focuses on refining the design through detailed coordination of the architectural, structural, and building services components. Key activities include preparing detailed drawings, specifications, and integrating input from consultants to ensure the design is fully coordinated.
Stage 4: Technical Design - At this stage, the design is developed to a level of detail that enables its construction. Detailed drawings, schedules, and specifications are produced, incorporating all technical requirements. The aim is to ensure the design is accurate and complete for tendering and construction.
Stage 5: Construction - This stage involves the actual construction of the project. Key activities include off-site manufacturing and on-site assembly, ensuring that construction progresses in line with the design and project plan. Regular site inspections and quality control are crucial.
Stage 6: Handover - In this stage, the completed building is handed over to the client. Key activities include final inspections, addressing any defects, and ensuring that all necessary documentation, such as operating manuals and warranties, are provided. The aim is to achieve practical completion and client satisfaction.
Stage 7: Use - The final stage involves the building's use and operation. This includes post-occupancy evaluation, maintenance, and ensuring the building performs as intended. Feedback from users is collected to inform future projects, and any issues are addressed to optimize the building's functionality and efficiency.
keeping in view the legal allowance of use of tailored form of contract and project management practices in Germany, it is recommended to use RIBA's Plan of work as it provides a structured and standardized approach to managing construction projects, ensuring clarity , efficiency and consistency throughout the design and construction process. It helps streamline communication and coordination among stakeholders, reducing risks and enhancing project efficiency and quality. The stage 7 of RIBA plan of work put huge liability on stakeholders thus promote carefulness.
