Revitalization of the River District
Urban Oasis is a master plan focused on the redevelopment of the River District in Pittsburgh, PA. Today the area is not being utilized to its full potential and is extremely isolated from the surrounding neighborhoods due to the lack of pedestrian connectivity and public transit in the River District. The plan consists of further developing the public transportation system in the area, redesigning the vehicular traffic flow, creating more affordable housing opportunities, as well as proposing more offices, commercial and retail spaces to provide more jobs for the community, and proposing a variety of open spaces for the community to promote health and well-being.
To reconnect the forgotten area to it's surrounding neighborhoods, the River District will be redesigned to become a cultural and economic center for the North Side community. To ensure all have access to the redesign prioritize pedestrian and public transportation. Vehicular transportation will be redirected to the back of the site, transforming River Ave. in a pedestrian focused corridor with a cable car system that connects both ends of the site. By addressing issues like transportation, pedestrian safety, affordable housing, and lack of green spaces through comprehensive masterplan we can bring a new live to the River District.

After the construction of the Western Pennsylvania Railroad in 1847 the North Side of Pittsburgh started to be developed. The H.J. Heinz Company Main Plant was the biggest development in the area. The company was founded in 1869, in 1907 the factory was first open, and by the early twentieth century the Main Plant had grown and covered 10 city blocks in the area known today as the River District. In 1962 the interstate 579 was built connecting the South Side, Downtown, and North Side.
The River District is located in a riverfront industrial mix use zone. In the past the site was used solely for industrial purposes. Now old industrial buildings were transformed into residential multifamily mid-rising buildings and others have been taken down creating an abundancy of vacant lots.
The site sites on the south east end of the North Hill area of Pittsburgh, a proximally 14 feet above the Allegheny River. The area is fairly flat, making it easy for people to travel around by foot. As seen on the map above the site lacks green spaces. The Three Rivers Heritage trail is the only area with a denser vegetation. Most of the existing vegetation is is not well maintained as seen during site visits.
Site offers amazing views of the Strip District across the river and the Cultural District in Downtown Pittsburgh. As you walk the Three Rivers Heritage Trail you can find many openings in the vegetation that provide great views. At the north side of the area the topography defines the view. The central area of the site right now does not offer attractive views of the site due to the lack of streetscape and abundance of vacant lots.
The area lacks zones for retail, restaurants, and open spaces. The site covers an area of approximately 0.3 square miles with a population size of 303 residents. Only 15% of the available housing in the site is unoccupied as of right row.
1 | Area has potential to become a commercial center with mix-use buildings and open spaces for recreation. Creating jobs and providing affordable housing for the community.
2 | Great access point to connect the River District to other communities utilizing the railroad infrastructure.
3 | River Ave. and Three Rivers Heritage Trail have potential for becoming a green corridor that runs along the site. Promoting alternative methods of transportation.
4 | Restore connection to Troy Hill. Existing staircase is in bad condition and it is not safe for use right now.
5 | Explore forms of water transportation to connect the River District to the Strip District.
6 | Enhance vegetation along the river edge and implement observation decks along the trail to take advantage of the great` views of the city.
7 | Underutilized area that could become a community park connected to the trail.

The concept for Urban Oasis focuses on enhancing the District, making it a pedestrian oriented redevelopment, reestablishing connections with Troy Hill and the Strip District, while keeping it a secluded area in Pittsburgh surrounded by a diverse native vegetation. By altering the vehicular traffic flow we create a main pedestrian focused corridor that goes through the entire site, and by prioritizing public transit and creating a network of bus routs we improve the accessibility to the district.
This is a post development volume diagram showing the proposed buildings in context with the existing structures. As well as the relationship of the redeveloped River District with the surrounding neighborhoods in Pittsburgh.
The urban plaza located in the heart of the River District, serves as a multipurposed gathering space for the community. The concept for the plaza was based on one of Pittsburgh's most famous landmarks, the 16th Street Bridge. Creating an extended Ginkgo trees grid that mimics the bridge structure beams, the tree species was chose based on its vibrant fall color that will create a large overhead canopy in the autumn that mimics the 16th Street Bridge structure.
The simple however, intricate design of the plaza offers attractive views to users coming from any direction in the River District as well for drivers coming from the Strip District.
