The Garrett–Potee brownfield is a long-neglected 17.5-acre contaminated site at the edge of Brooklyn’s Main Street district in far south Baltimore. Its neglected condition affects both the unhoused individuals living onsite and the surrounding community, shaping perceptions, reducing property values, and limiting neighborhood viability. Action Baybrook, a local nonprofit, is leading efforts to understand the site complexities, coordinate stakeholders, and lay the groundwork for future remediation and redevelopment.
In Fall 2025, students in West Virginia University’s Advanced Landscape Architectural Design I and Land Development Principles and Practices courses partnered with Action Baybrook to develop preliminary master plans and design concepts. These ideas are not proposals, but early explorations meant to inspire community-driven planning as part of Action Baybrook’s Creating Pathways to Remediation program.
This website features the students’ work and highlights the potential for transforming the site into a healthier space and community asset to meet the needs of residents and Baltimore at large.
