The UK government is changing the rules around smoking and vaping through a new law called the Tobacco and Vapes Bill (2024–25). This will give colleges, workplaces, and hospitals the power to make their entire grounds smoke and vape-free.
While the exact date the law starts is still to be confirmed, we’re getting ready now to make all our college campuses completely smoke and vape-free by 2030.
Going smoke and vape-free is part of Luminate Education Group’s big plan to look after the health, wellbeing, and success of every single student and staff member.
We know this is a massive change, so we’re taking things slow with a phased approach:
Harrogate College and Pudsey Sixth Form College will be the first to go smoke and vape-free from 1 September.
Temple Newsam and The Vine campuses are already smoke and vape-free.
All campuses will work together to make these changes happen, and we’re going to keep everyone in the loop.

Nicotine vapes are electronic devices designed to allow people to inhale nicotine in a vapor instead of the smoke that results from burning tobacco. Vapes sold illegally may contain other drugs. Vapes are also available without nicotine (or other drugs). Find out more on the FRANK website.
In the UK it is illegal to sell nicotine vaping products to someone under the age of 18, or for adults to buy these products for them.
Any drug that is contained in a vape has the same legal status as in other forms.
Nicotine is a stimulant found in tobacco and most vaping products, as well as some other products including medicines to help people stop smoking.
