There is a decision tree on page 21 in the Accessibility and Accommodations Manual that you can use to determine if a student qualifies for the Alternate ACCESS for ELLs. Generally, if a multilingual learner with the most significant cognitive disabilities is participating or will participate in the SC Alt assessment they will also qualify to take the Alternate ACCESS for ELLs. There is currently an exception for kindergarten students as there is not an Alternate ACCESS for kindergarten. The district may choose to administer the Kindergarten ACCESS for ELLs or the first-grade Alternate ACCESS for ELLs.

** The IEP team must revisit eligibility criteria when the student enters third grade to determine if the Alternate Assessment continues to be an appropriate assessment for the student
If this is completed for a student (whether it is determined they qualify or not), a copy must be documented in the student ML records AND a copy must be sent to Student Services to Chauncey Metzelaars.
NOTE: For students in grades 3–12, use the South Carolina Alternate Assessment criteria for determining eligibility for the Alternate ACCESS.
