This HCNP notice explains the Civil Rights Training Process
Click the Civil Rights Training button to access the HCNP Training website. Create an account and enroll into course "Civil Rights Training for Child Nutrition Programs 2026 (HCNP-150)". Once complete, enter your portal for a downloadable certficate and submit the certificate to your SFSM.

Complete every 5 years
Click the FERPA Training button to access the US Dept of Education site. Once you get to the website choose "Click here to access this course". It will take you to a login screen. Click on Register as a new user or sign in, if you have an account. Register using an email address and create a password. Find the video in the table titled: FERPA 101: For Local Education Agencies, and click START. View the entire video, complete and submit the certificate to your SFSM.

Protecting the confidentiality of sensitive and personally identifiable information of students and employees are a requirement and a priority for the Hawai'i State Department of Education. All staff are required to sign the General Confidentiality Expectations.

The required professional standards consist of hiring standards and annual training requirements for school nutrition program directors of school food authorities (SFAs), State directors of school nutrition programs, and other staff (Including SFSMs, cooks/bakers, cafe helpers, van drivers, etc.). The goal of annual training requirements and hiring standards is to help assure the success of the National School Lunch Program (NSLP) and School Breakfast Program (SBP).
