The Partneriaeth MLDP is aimed at practitioners who have a leadership role within school and will have a flexible delivery model offering online and face to face opportunities. This programme is delivered through the medium of English and Welsh.
The MLDP is made up of 5 modules .
Module 1 considers aspects of effective middle leadership, and offers participants the opportunity to be self-reflective and to consider their own values, attitudes and vision. Participants will also be involved in the consideration of ‘leadership experience’ task from their own school improvement plan under the guidance of a senior leader or headteacher (see notes below).
Module 2 focusses on leading pedagogy and leading and managing teams.
Module 3 focusses on self-evaluation and planning for improvement, including the performance development.
Module 4 focusses upon working with others including team building, providing support and challenge and supporting the well-being of staff and learners
Module 5 provides opportunity for participants to develop their self-presentation skills as they present their ‘leadership experience’ task to a small audience of their peers and the delivery team (see below).
Leadership Experience Task (LET)
Participants will need to select their ‘leadership experience’ task from their own school improvement plan under the guidance of a senior leader or headteacher. Participants will be supported by their own school leaders to develop and practice their own leadership skills whilst at the same time improving an aspect of the working of the school.
There is an expectation that they will undertake research into their chosen area and consider how this aspect of school improvement has been developed in another school. The leadership experience tasks could include a range of priorities including approaches to improving wellbeing, developing teaching and learning or embedding sustainability throughout the school.
Duration of Middle Leaders Development Programme
The English and Welsh versions of the Middle Leaders Development Programme will take place in accordance with the dates and times outlined below.
Modules 1 and 2 will be delivered at a whole day session (9.30 -3.00) taking place at UWSTD in November 2025
Module 3 will be a virtual session (3.00 - 4.30 pm) taking place in January 2026
Module 4 will be a virtual session (3.00 - 4.30 pm) taking place in February 2026
Module 5 and the presentations of LETs will take place on arranged dates taking place before October 2026

The SLDP is for leaders who have overall responsibility for an aspect of leadership across a school. This includes senior curriculum/pastoral leaders and members of a senior leadership team, such as an assistant or a deputy headteacher, leaders across a phase or key stage and ALNCos.
The programme will be supported by the inputs of facilitators who are themselves school leaders. The SLDP will have a flexible delivery model offering online and face to face opportunities. This programme is delivered through the medium of English and Welsh.
The SLDP consists of five modules and allows participants to reflect on their individual effectiveness as a leader.
Module 1 is introductory and considers the role of the Senior leader. Opportunities will be provided for participants to reflect upon their own vision and values and their own self awareness as leaders. Participants will also be involved in the consideration of ‘leadership experience’ task from their own school improvement plan under the guidance of a senior leader or headteacher (see notes below).
Module 2 focusses upon working with others and the role of school leaders in developing effective teams. The importance of Leadership styles is also examined in this context.
Module 3 focusses upon teaching and learning and explores the central role school leaders play in creating a teaching and learning culture. Consideration is also given to the consideration of evaluation for improvement, the successful management of change and the key role school leaders play in these functions.
Module 4 looks at the role of the senior leader in the development of self and others. This will include professional learning, performance development, managing underperformance and capability processes.

Developing a coaching and mentoring culture in schools is an essential component required to improve standards of education in Wales. There is a growing awareness of the benefits of such strategies in achieving sustained school improvement.
In Partneriaeth, there is a fundamental belief that coaching and mentoring should be focussed upon the development of a sustainable high-performance culture.

An introductory session to coaching and mentoring is currently offered by Partneriaeth which features a range of strategies and skills, including: how to be an effective coach; developing the “grow” sequence’; effective questioning; developing a mentoring relationship and mentoring skills.

Partneriaeth Newly appointed and Acting Headteachers Development Programme
Programme Leader – Rob Phillips
The Partneriaeth Newly Appointed and Acting Heateachers Development Programme will be provided during the first year of headship for newly appointed and acting headteachers in Carmarthenshire, Pembrokeshire and Swansea.
The programme intends to provide participants with the information that Headteachers need to work effectively on a local basis along with providing individual development focusing on the knowledge and skills required to become a successful Headteacher.
The programme also promotes highly effective leadership through self-evaluation and reflection, exploring the relationships between leadership, successful schools and the wider community of leadership practice in a model that includes development through coaching and mentoring.
The programme will be supported by the inputs of facilitators who are experienced Headteachers.
The programme is structured into 5 modules delivered over a 1 year period.
Each module will focus upon an aspect of headship and relating to the formal leadership standards.
These first 4 module sessions will be provided face to face, with inputs from experienced headteachers.
Module 1 will focus upon “Imperfect Leadership” as advocated by Steve Munby. (9.30 – 12.30 Nov 2025) at UWSTD Carmarthen
Module 2 will focus upon the leadership of collaboration (9.30 -12.30 Dec. 2025) at UWTSD, Carmarthen
Module 3 will focus upon the leadership of innovation (9.30 – 12.30 Jan. 2026) at UWTSD Carmarthen
Module 4 will focus upon the leadership of professional learning and developing professional growth (9.30 – 12.30 Feb.) UWTSD Carmarthen
Module 5 will involve participants sharing with colleagues a particular aspect of school improvement they have undertaken (Virtual sessions 3.30 – 4.30 on dates to specified in March 2026.
Each participant is allocated a Leadership Coach and given membership of a peer group for support throughout the programme.
Admission to the Programme
Newly appointed and acting headteachers are enrolled upon the programme through arrangements between Partneriaeth and individual LAs. Participants are contacted with further details when the lists of new and acting headteachers has been provided by each LA.
