Section 1(1) Education (Additional Support for Learning) (Scotland) Act 2004 (as amended) states:
“A child or young person has additional support needs … where for whatever reason, the child or young person is, or is unlikely to be, unable without the provision of additional support to benefit from school education…”
Support = that which is additional to, or different from, the educational provision made generally for children, or young people, of the same age in schools (other than local authority special schools).
School = early learning and childcare provision of the local authority or a partnership arrangement.
The most recent national census showed that an average of 34.2% of pupils in Scotland (across Primary and Secondary schools) had an identified Additional Support Need.
