BEIS wants to stimulate the economy and medium sized businesses will have the biggest impact as they employ more people and deliver more growth to the area they operate.
They are at the right maturity and would benefit from our schemes. They are a core target group.
Key hypotheses to test:
We believe that DBI will increase the propensity of medium sized businesses to participate in government schemes. (If we had DBI would it make a difference? for mid sized SMEs?)
We believe DBI will deliver direct benefit to medium sized businesses. (Would it deliver a saving in admin costs? )

DBI is also interested in enabling micro and small sized businesses that do have potential to grow to gain access to government support
99.9% of all UK businesses are classed as SMEs (0-249 employees)
0.6% are medium-sized businesses (50-259 employees)
Less than 4% are small businesses (10-49 employees)
More than 95% are micro-businesses (0-9 employees)
