9(E) Foreign Government Official Visa
REQUIREMENTS AND PROCEDURES
WHO CAN APPLY?
Accredited officer of a foreign government recognized by the Philippines who is:
1. A citizen of the country whose government he represents; and
2. Proceeding to the Philippines on official business for his government.
They also refer to officials of the United Nations and other recognized international organizations.
Immediate family and household members joining the foreign government official in his official assignment to the Philippines may also be granted a 9e visa.
WHERE TO APPLY?
The Philippine Embassy or Consulate at the country where the applicant is:
1. A national; or
2. A holder of a diplomatic residence permit.
WHAT REQUIREMENTS TO BRING?
MANDATORY REQUIREMENTS
Duly accomplished and signed visa application FA Form 2A;
Original passport with at least six (6) months validity after the date of departure to the Philippines;
Photocopy of passport information/data page;
One (1) passport-size photo (size 3.5 cm x 4.5 cm) with white background;
Original and photocopy of valid Identification Card i.e., national ID, titre de séjour special, etc.
Tentative or confirmed flight itinerary;
Diplomatic Note from the relevant government agency / international organization indicating the position of the official, purpose of the travel / foreign assignment and the duration of stay; and
Duly accomplished and signed Itinerary Declaration Form (for short-term official visit only)
Additional documentary requirements, as deemed necessary by the Visa Officer
*The Embassy may only issue an appropriate visa after the receipt of an authority from the Philippine Department of Foreign Affairs (DFA).
HOW TO APPLY?
For applications endorsed to the DFA by the French Embassy in Manila
STEP 1: FILING OF VISA APPLICATION
Applicants personally submit the original passport and other documents to the Embassy located at 45 Rue du Ranelagh 75016 Paris
Submission of passport and other documents through a representative or postal mail may be allowed under considerable circumstances. In this case, it is required that the accomplished visa application FA form 2A is duly notarized / stamped by a notary public office or witnessed / stamped by a Mairie.
STEP 2: DOCUMENT VALIDATION AND FINAL PROCESSING
The Embassy notifies the applicant of the status of her/his visa application (if granted or denied) by email. The Embassy has the sole discretion to deny the visa or to refuse service to any individual.
For applications endorsed to the DFA through the Philippine Embassy in Paris
STEP 1: FILING OF VISA APPLICATION
Applicants submit the complete required documents to the Embassy by email with the following details:
Email address: paris.pe@dfa.gov.ph ; parispe.consular@dfa.gov.ph
Subject: Application for 9e visa - Full name of applicant
The complete documents are forwarded to the DFA for processing and authority for the grant of appropriate visa.
STEP 2: SUBMISSION OF ORIGINAL DOCUMENTS FOR VALIDATION AND FINAL PROCESSING
Once the Embassy receives the authority from the DFA, applicants are requested by email to bring / send to the Embassy the original passport and documents for validation.

HOW MUCH IS THE APPLICATION FEE?
GRATUIT. The fee for 9e visa is waived.
HOW LONG IS THE PROCESSING TIME?
For applications endorsed to the DFA by the French Embassy in Manila
It takes 3-5 working days to process and issue this visa.
For applications endorsed to the DFA through the Philippine Embassy in Paris
It takes 3-4 weeks to process and issue this visa.
