WHO CAN APPLY?
Filipino nationals who are:
1. Getting married / applying for pact civil de solidarite (pac) at a Mairie (Municipal Hall) in France.
2. Required to get a certificate regarding the format of their names / the use of middle name.
3. Applying for the adoption of a Filipino child.
4. Required to get a certificate regarding inheritance laws in the Philippines.
WHERE TO APPLY?
The Philippine Embassy at 45 rue du Ranelagh, 75016 Paris, France
Submission of original documents can be made in-person / walk-in, by postal mail or through a representative (an authorization letter is required).
WHAT REQUIREMENTS TO BRING?
For Marriage / Pacte civil de solidarité (Pacs)
Original duly accomplished Service Request Form;
Original and photocopy of Certificate of No Marriage (CENOMAR) issued by the Philippine Statistics Authority (PSA) with apostille of the Department of Foreign Affairs (DFA). It must be issued within the last 6 months and the detail on it must be the same as in your PH passport;
A copy of the applicant’s birth certificate issued by the Philippine Statistics Authority or Report of Birth issued by a Philippine Embassy;
One (1) photocopy of valid Philippine passport (Data page and the signature page only);
One (1) passport-size photo with white background;
If widow/er, original and copy of Marriage Certificate and Death Certificate issued by PSA and apostilled by the DFA;
If divorced or marriage annulled, original and copy of Marriage Certificate with annotation issued by PSA and apostilled by the DFA;
If previously married, original and photocopy of Advisory on Marriages from the PSA and apostilled by the DFA (PSA-Marriage Certificate may be required as supporting document).
For Use of Name, Adoption, Legitimation, or Heredity
Original duly accomplished Service Request Form;
Original and photocopy of Certificate of Birth and/or Certificate of Marriage issued by the Philippine Statistics Authority (PSA) with apostille of the Department of Foreign Affairs (DFA);
One (1) photocopy of Philippine passport (Data page and the signature page only);
One (1) passport-size photo with white background; and
Other supporting documents to establish filiation with parent/child.
HOW TO APPLY?
STEP 1: SENDING OF COPY OF REQUIREMENTS
Applicant must send the copies of the required documents to the Embassy email, paris.pe@dfa.gov.ph using the format below.
SUBJECT: Certificat de Coutume – [SURNAME, Given Name]
MESSAGE: Type of coutume – indicate if it is for marriage/pacs, name, heredity, legitimation or adoption
STEP 2: PRE-EVALUATION OF DOCUMENTS IF COMPLETE AND IN ORDER.
Applicant will receive an email reply within 3 working days to inform them of the result of the pre-evaluation process.
STEP 3: SENDING OF ORIGINAL DOCUMENTS TO THE EMBASSY
(ONLY if the email submission is completed)
The Embassy will email and advise the applicant to send the following documents either IN-PERSON (Walk-In) or BY POSTAL MAIL to the Embassy at 4 Hameau de Boulainvilliers 75016 Paris / 45 Rue du Ranelagh 75016 Paris:
1. ORIGINAL duly accomplished and signed Service Request Form;
2. ORIGINAL and PHOTOCOPY of PSA-issued document with DFA apostille;
3. One (1) PHOTOCOPY of your valid Philippine passport (Data page and the signature page only);
4. ORIGINAL one (1) passport-size photo with white background;
If the applicant chooses to receive the certification by postal mail:
5. Self-addressed registered return envelope;
6. Postage stamp/s valued at least 7.00 euros;
7. Duly accomplished slip for recommandé (bordereau d’envoi en recommandé avec avis de réception) for the applicant to monitor the mailing of their documents.
STEP 4: VALIDATION OF DOCUMENTS
Once the Embassy has received the original documents, it will undergo further evaluation and validation.
For In-Person (Walk-In) submission of documents, the Embassy is open from Monday to Friday (except during holidays), between 9:30AM and 4:00PM to accept application.
STEP 5: PAYMENT OF FEE
The applicant may pay by:
Cash - only for in-person / walk-in application
Online bank transfer - The details will be provided only after the Embassy has received and validated the original documents.
Cheque de banque payable to ‘Ambassade des Philippines’. Personal checks are NOT accepted.
STEP 6: ISSUANCE OF THE CERTIFICATION
After the validation process is completed and the payment is made, the Embassy will inform the applicant of the schedule of release of the certification. It can be either collected at the Embassy or to be sent to La Poste (postal office in France) for mailing.
The original PSA-issued documents will be returned to the applicant, together with the certification.
For in-person / walk-in application
No appointment required.
They may come to the Embassy from Monday to Friday, except during holidays, at 9:30 AM – 4:00 PM.
Bring the original payment receipt.
If a representative will collect the document, bring authorization letter and a copy of his/her valid ID.
For mailed-in application
The Embassy will send an email notification to the applicant on the transmittal of the certification and the original documents (if any) to La Poste or other courier.

The processing time starts only after the Embassy receives the complete required documents and payment.
