A Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country.
A visa is not a guarantee that the holder will be automatically admitted into the country, because the admission of foreign nationals into the Philippines is a function of the immigration authorities at the port of entry. Philippine immigration authorities will not allow entry into Philippine airports and seaports for the following foreign nationals:
Those holding non-machine-readable passports (e.g. hand-scripted passports)
Those previously deported from the Philippines or included in the “blacklist order” of the Department of Foreign Affairs or Bureau of Immigration
Those with incomplete documentation
Those with circumstances that would render them inadmissible for entry, even with a valid passport and visa issued by a Philippine Consulate
Visa applications must be filed within 1-2 months before the planned trip to the Philippines. Applications filed 1-3 weeks prior to the planned travel to the Philippines may BE REFUSED/NOT BE ACCEPTED. The earliest period to file the application is two (2) months before the travel date.
An application filed and under process is not a guarantee that a visa will be granted. Flight booking/airline ticket has to be finalized only after the visa is granted. Applicants, however, may submit a temporary flight booking/reservation to comply with the requirements.
Expedite the visa processing to accommodate the visa applicant’s flight schedule
Refund the visa application fee if the visa is issued later than your flight departure date or if the visa application is denied or cancelled. Fees paid are non-refundable.
Assume responsibility for the delay, loss, or damage to the passport or documents during the sending via the post office (La Poste) or international courier. In case the mail is returned to the Embassy, the applicant shall be responsible for the expense for remailing/resending.
Note that AIRLINES may have different requirements. It is the traveler's duty to check with their chosen airline its travel requirements to avoid boarding issues.

FOR NATIONALS OF ONE OF THE COUNTRIES IN THE LIST
No visa required for a stay not exceeding thirty (30) days.
Traveler must hold valid ticket for return journey to country of origin or next country of destination.
Traveler's passport must be valid for at least six (6) months beyond the stay in the Philippines.
FOR NATIONALS OF COUNTRY THAT ARE NOT IN THE LIST
A visa is required.
Traveler must apply for a visa at the Philippine Embassy or Consulate in their country of origin.
Traveler must hold valid ticket for return journey to country of origin or next country of destination.
Traveler's passport must be valid for a period of at least six (6) months beyond the stay in the Philippines.
If a permanent resident in France, traveler may apply for a visa at the Philippine Embassy in Paris.
For nationals of Afghanistan, traveler may apply for a visa only at the Philippine Embassy in Islamabad, Pakistan.
For nationals of Albania, Armenia, Belarus, Bosnia-Herzegovina, Cuba, Georgia, Macedonia, Nauru, Moldova, Montenegro, Serbia, Sierra Leone, Tonga and Ukraine, traveler may apply for a visa at the Philippine Embassy in Paris or at any Philippine Embassy overseas.
Chinese nationals may be granted visa-free entry into the Philippines for a stay not exceeding fourteen (14) days. The conditions are as follows:
The visa-free entry shall be for tourism or business purposes only.
This type of admission shall not be extended by the Bureau of Immigration and shall not be convertible to any other Philippine visa categories.
The port of entry into the Philippines are only at Ninoy Aquino International Airport, Metro Manila and Mactan-Cebu International Airport, Cebu.
Chinese nationals availing of the visa-free privilege must have no derogatory records with the Bureau of Immigration.
Chinese nationals availing of the visa-free privilege must present the following documents at the ports of entry:
Passport valid for at least six (6) months beyond the contemplated stay
Confirmed hotel accommodation/booking
Return or onward ticket to the next country of destination.
Chinese nationals transiting through the Philippines en route to a third country must obtain a Philippine transit visa prior to entry.
For Indian nationals, traveler may enter the Philippines without a visa for a non-extendible and non-convertible period of fourteen (14 days) for tourism purposes, provided they comply with the following:
Passport is valid for at least six (6) months beyond the intended stay in the Philippines
Confirmed hotel accommodation or booking
Proof of financial capacity
Return or onward ticket to the next country of destination
No derogatory record with the Bureau of Immigration
For Indian nationals holding valid and current visas or residence permits issued by the United States, Japan, Australia, Canada, Schengen area countries, Singapore, or the United Kingdom (AJACSSUK) may enter the Philippines without a visa for a non-extendible stay of up to thirty (30) days for tourism purposes, provided they comply with the following:
Passport valid for at least six (6) months beyond the intended stay in the Philippines
Return or onward ticket to the next country of destination
No derogatory record with the Bureau of Immigration
The 9(B) Transit Visa is for non visa-free nationals transiting the Philippines en route to their country of destination. The transit period is limited to seventy-two (72) hours or three (3) days, single entry in the Philippines.
*9(B) transit visa is not required if the foreign traveler will not exit or leave the airport during the stopover / layover in the Philippines.
MANDATORY REQUIREMENTS
Duly accomplished and signed visa application FA Form 2A
Passport with at least six (6) months validity after the date of departure to the Philippines
Photocopy of passport information/data page
One (1) passport-size photo (size 3.5 cm x 4.5 cm) with white background
Confirmed round trip flight itinerary to country of origin or next country of destination. It must show the details / schedule of transit to the Philippines
Additional documentary requirements, as deemed necessary by the Visa Officer
The 13(A) Non-Quota Immigrant visa is for foreign national who is a spouse or unmarried child/children (under 21 years old) of a Filipino.
REQUIREMENTS
Four (4) duly accomplished visa application form (FA Form No. 3) with original signatures;
One (1) original and three (3) photocopies of Medical Examination Form (FA Form No. 11) to be signed by a physician whose signature must be notarized by a notary public, and a chest x-ray film or in digital image (CD format). The medical report must be valid for at least six (6) months prior to date of filing of application;
Eight (8) passport-size identification photographs for the application forms and medical certificates;
Original and four (4) photocopies of valid passport of applicant;
Original and three (3) photocopies of Marriage Contract or Report of Marriage (for foreign spouse) / Birth Certificate or Report of Birth (for foreign child) issued by the Philippine Statistics Authority (PSA) or Philippine Embassy / Consulate if married / born abroad;
Original and three (3) photocopies of Birth Certificate of Filipino spouse from the Philippine Statistics Authority (PSA);
Four (4) photocopies of Philippine passport of spouse;
Original and two (2) photocopies of notarized letter from the Filipino spouse requesting or petitioning the issuance of an immigrant visa to his/her foreign spouse / children;
Original and three (3) photocopies of Police Clearance (casier judiciare) taken not more than six (6) months prior to date of filing of visa application, with apostille (for apostille, log on to - https://www.service-public.fr/particuliers/vosdroits/R47867) or https://www.cours-appel.justice.fr/paris/service-de-lapostille;
Official English translation of Police clearance (for official translators in France, log on to: http://www.directory-sworn-translator.com/directory-sworn-translation;
Original and three (3) photocopies of proof of financial capacity (current bank statements, pension/retirement benefits and/or proof of property ownership);
[For Chinese nationals] ORIGINAL Chinese Social Insurance Record Certificate registered for at least six (6) months at the time of submission of visa application. Those enrolled in primary, secondary or college education or retirees above 55 years old are exempted.
Self-addressed large return envelope with 15.00 euros worth of stamps and tracking number.

Who are eligible under Balikbayan Program?
a. A Balikbayan, who may be either one of the following:
i. A Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year;
ii. A Filipino overseas worker;
iii. A former Filipino citizen and his family who had been naturalized in a foreign country and comes or returns to the Philippines.
b. Immediate family members (spouse and children) of the Balikbayan, who are nationals of countries falling under EO 408, travelling together with the Balikbayan.
Who are not entitled to the Balikbayan Privilege?
Former Filipinos and their immediate family members (spouse and children) who are visa-required nationals (nationals of countries NOT listed under EO 408). They must secure entry visas prior to their travel to the Philippines.
What are the privileges of a Balikbayan?
Those who are admitted as Balikbayans are given an initial stay of one (1) year. They may extend their stay for another one (1), two (2) or six (6) months provided that they present their valid passport and filled out the visa extension form and submit it to the Visa Extension Section in the BI Main Office or any BI Offices nationwide. An additional requirement will be ask for Balikbayans who have stayed in the Philippines after thirty six (36) months.
Can a foreigner spouse or child of a Balikbayan avail this privilege when traveling to the Philippines alone?
A foreign national spouse and/or child of a Balikbayan may only be given the said privilege if he/she is traveling with his/her Balikbayan spouse or parent.
