Setting rules and regulations for the operation is a part of controlling work to the success. The modern pattern of administration is setting all regulations by starting to have the same philosophy, same regulations and operation, rules of safety and create motivation for everyone to conduct the same practice.

The Rules and Regulations Framework

The rules and regulations framework of working together will comprise these factors.

2. Working life

3. Utilizing Materials

4. Working

5. Safety

6. Motivation

For all 6 main factors, we can make them flexible and able to eliminate or add some factors for its appropriateness of personnel situation. Most factors are including three types of persons which are

1. the highly responsible person who needs independence in work

2. the person who accepts, follows and obey all regulations.

3. the person with low responsibility, who needs more control.

Therefore, in making regulations may have to learn on personnel, which group they are the most majority. Then all regulation should relate to the major characteristic of the group.
