China's pineapple imports are subject to tariff quota management. The quota quantity is 23,870 metric tons, which is allocated in two stages of harvesting. The quota is 11,870 metric tons from January to March each year, and 12,000 metric tons from August to December. The tariff rate within the quota is 15%, and the tariff rate outside the quota is 173%.
Currently Only fresh pineapples from the Philippines have passed China’s quarantine regulations. 1,000 to 3,000 metric tons of fresh fruits are imported every year, accounting for 29% of the imported pineapples. There are also processed products such as canned products (55%), juices (10%), and prepared products (6%). ; In terms of export, the main export markets for fresh fruits include mainland China, Japan, Canada, etc. The number exported to mainland China has been increasing since 1998, and has surpassed the Japanese market in recent years, accounting for 90% in 2013. A small amount of processed products such as prepared pineapples are also exported.
Most of Taiwan's pineapples are exported to Japan, and a small number are sold to Hong Kong, Malaysia and other places. This is also the epitome of the new trend of Taiwan's pineapple exports. Since the emergence of Chinese handicrafts, Taiwanese pineapples have been mainly exported to Japan, Hong Kong, South Korea and Southeast Asia. Among them, Japan’s import volume was 8.9 times that of the same period of the previous year (March 2020 to February 2021), which is beyond the expectations of industry, government and academia. The Council of Agriculture pointed out that the main domestic pineapple production areas are located in Pingtung, Tainan, Chiayi, Kaohsiung and Nantou. In February and September 2021, the General Administration of Customs of China announced a suspension of imports of Taiwanese pineapples, custard apples and custard apples respectively on the grounds of detection of scale pests. This severely damaged Taiwan's fruit export performance and affected Taiwan's fresh fruit exports in 2021. The volume fell by about 23,000 metric tons compared with the previous year, and by 2022 it has dropped by about 41,000 metric tons. The year before China’s ban was promulgated, pineapples ranked first in Taiwan’s fresh fruit exports, custard apples ranked second, and lotus seeds ranked sixth. . If we look at the export volume, pineapples have been hit hardest by China’s recent wave of fruit bans. Since pineapple exports surpassed custard apples in 2015, it has become Taiwan's main export fruit, increasing to approximately 51,000 metric tons in 2019, accounting for 49% of all exported fruits. However, after China suspended imports, pineapple exports in 2021 dropped by nearly 17,000 metric tons compared with the previous year, and fell by more than 8,000 metric tons in 2022. The total decline from 2020 to 2022 was approximately 25,000 metric tons, which was higher than the previous year. Jia’s 11,000 metric tons and Lianwu’s 4,821 metric tons are much higher.
