The Low-Income Household Water Assistance program provides financial asisstance to help low-income people cope with the financial burden of high energy bills by offering a one-time payment to help pay for past due water or wastewater bills.

REQUIRED DOCUMENTS: Completed Energy Intake Form, statement of citizenship or non-citizenship status, copy of birth certificate or green card verifying legal status, copy of your current monthly utility bill plus your past due bill, copies of monthly gross income for all household members 18 and older, completed Client Education Confirmation of Receipt form, and Consent & Authorization form.

ELIGIBILITY: Contra Costa resident, household size must meet gross monthly income guidelines, target is low income, families with children, elderly, and disabled.

The Contra Costa County Conservation & Development Department manages the Low-Income Weatherization Program (LIWP), which provides low-income households with solar photovoltaic systems and energy efficiency upgrades at no cost. They offer home improvements that will potentially reduce monthly energy costs including caulking, weather-stripping doors, repair or replacement of gas water heaters, stoves and/or refrigerators.
