After thoughtful consideration, and in the interest of freeing up some valuable time for Instructors, the Accountable Officer (Program Director) has approved an ANNUAL CMR INVENTORY.
Responsible Officers will have a requirement to reconcile their unit CMRs ONE TIME per year.
This reconciliation will occur during the month of May, corresponding with end of school year cadet turn-in of uniforms.
Program Support Branch has a requirement, by Marine Corps Supply Regulations, to conduct annually a 100% inventory of the entire account (all 249 unit CMRs, Regional Director CMRs and MCJROTC HQ CMR) and present the “Status of Account” to the Accountable Officer/ Program Director.
To that end, this May 2023 CMR will be the basis for the “Status of Account” report that will be presented to Mr. Oltman. As I indicated in an email sent earlier today, the CMRs will be posted in APAN on 8 May with a due back date of 29 May. Please make every effort to return your CMRs on time. After this CMR, ROs will not be required to conduct an inventory again until May of 2024.

Last month I sent an email to all school Principals announcing the SMI & MI of the year National Award. This award is on the same level as DI, MSG ect. Award will be presented in a ceremony this summer at the Marine Corps Museum.
SMIs can make and should make recommendations to the principal on deserving MIs. As for SMIs it's up to the principal to see your talent and dedication to your program.
Due date is May 1st.
MCJROTC HQ Sponsored Camps for Summer 2023
Region 1 Instructors (Bcc) :
This is a warning order regarding summer camp opportunities for both you and your cadets. I am providing the camp dates so you can determine if you want your program to participate. Quotas are limited. I do not have a lot of details outside of what we know from attending these each year. HQ will publish detailed LOI's in the near future. The purpose of this email is to simply get the dates out and for me to start assembling quota requests.
Remember your input back to me is simply a "request". I will balance requests for each camp with the quotas assigned to our region. Cadets will always travel in pairs at a minimum. No exceptions. Cadets must be able to travel without an adult chaperone. So please select your cadets who attend wisely. We cannot afford to lose the seats because you are unable to fill the spot at the last minute. That happened way too many times last year. If we are not able to fill all of our quotas then I will offer them up to the other three Regional Directors for their use.

JUNIOR RESERVE OFFICERS’ TRAINING CORPS SENIOR MARINE INSTRUCTOR & MARINE INSTRUCTOR OF THE YEAR AWARD
The Commanding General is creating a JUNIOR RESERVE OFFICERS’ TRAINING CORPS SENIOR MARINEINSTRUCTOR & MARINE INSTRUCTOR OF THE YEAR AWARD.
The purpose of the award is to recognize the outstanding achievements of our instructors annually.
The CG has directed MCJROTC to create a process for which the Principals of our host schools can recognize the dedicated efforts of our SMIs and MIs and honor their overall contributions to their school communities.
MCJROTC will convene a selection panel at Training and Education Command to review nomination packages and submit recommendations to the Commanding General for selection.
Upon formal notification of nomination, the Operations and Instructional Branch Manager will coordinate with nominees to schedule their remote appearance before the selection panel.
Selectees will attend a formal awards ceremony in the National Capital Region during the summer (CAP awards ceremony)
We will forward host Principals the attached file, along with instructions and time line requirements. Packages will be due 1 May.
Again this is just a warning order. Full details will follow in a week or two.

Scholarship Opportunity
The USMC Basic School class 2-81 Scholarship has been developed to recognize the achievements of a
group of individuals who were commissioned in the Marine Corps in 1980. This widely diverse group of
young men and women went on to have highly successful careers in the military and civilian world, and
this scholarship is an opportunity for them to give back. The goal of this scholarship is to recognize and
reward high school students enrolled in the USMC Junior Reserve Officers’ Training Corps. This letter
serves as the announcement for the Basic School class 2-81 Academic Scholarship, to be awarded in the
spring of 2023.
The Basic School class 2-81 Academic Scholarship is a needs-based product that has a maximum value of $1000.00. Applications are limited to cadets in their senior year of high school who have participated in MCJROTC for a minimum of two years, and must be active in MCJROTC during their senior year. Applicants must be pursuing an education at a two-year or four-year college, trade school, or other advanced learning opportunity at an institute that is eligible for American Opportunity Credit.

- Please accept or decline your qualifying teams and individuals by 14 December, we need to let the hotel know how many rooms will be required ASAP.
- Teams and individuals scores in red will receive Headquarters funding for travel and lodging (registration fees?)
- The room roster was taken off your top shooters who qualified. Please update or verify the room roster and send it back to Major Koerber (koerber@aps.edu). - If you have a female shooter, a female chaperone is required.
- If your team did not qualify for funding but you had an individual who did, if you accept the team you will be required to pay for the other shooters on your team who are not funded. HQ's will still pay for the shooter who qualified, the coach and a female chaperone if required.
- No passenger vans larger than 7 passenger vans will be authorized in DTS
- Please ensure you let us know if you will be arriving after the 1st or departing before the 5th of February. We do not want to pay for empty hotel rooms. The date of arrival and date of departure is on the room roster.
- Breakfast will be provided. We are working on dinner, more to follow on that. Lunch is up to the coach.

Today is an important day not only in U.S. History but in Marine Corps History. Past and present Marines trace their lineage back to 10 November 1775, when the Continental Congress meeting in Philadelphia ordered the establishment of two battalions of fighters to wage war at sea and on land against British forces. The ancestral home of the Marine Corps is a bar, Philadelphia's Tun Tavern, where the Marines first commissioned officer, Captain Samuel Nichols, began recruiting men for the service. On November 1, 1921, then Marine Commandant Major General John A. Lejeune issued Order #47, which established November 10th as a day of annual celebration set aside to honor "all that is highest in military efficiency and soldierly virtue."
Your bar is a classroom, and your battlefield today is vastly different than those depicted in 1775, but your mission has not changed, preparing for a better world tomorrow. You, the MCJROTC Instructor, are this Program's most valued asset, our most secret weapon. Through your mentorship and leadership experience, you enable today's youth to achieve heights and accomplish tasks that they never would have considered possible.....until you entered their classroom. Who can apply? Applicants must be current sophomore, junior, or senior MCJROTC Cadets who understand they are applying for a scholarship to a Host Program at a select University or Flight Academy in the continental United States.
There is no military service commitment or obligation, and program completion does not ensure acceptance to military service, ROTC scholarship, or a military academy appointment.
You will need your Senior Marine Instructor's (SMI) & your Principal's endorsement to apply. Other requirements are listed below.
You must:
At least 17 years old by 24 July 2023
Obtain a minimum physical fitness assessment (PFA) overall score of “Good Low”(60 or better)
Have a minimum cumulative GPA of 3.0 or better (on a 4.0 scale) to be nominated.
You must maintain GPA requirements to ensure admission to the Host Program.
Lastly, you must have a strong interest in flying and aviation overall, and be prepared to commit 100 percent to this serious endeavor.

As we begin the new school year, you are challenged with executing a number of events that were dormant during the COVID challenges. Especially color guards. A review of the current orders and policies regarding color guards will ensure your cadets are prepared and executing as required. Understanding what is correct and what is not can get confused when service regulations conflict with each other. For example: the use of state flags in a MCJROTC color guard - not authorized. The army and airforce do allow the use of state flags. Fringe on the national colors - not authorized. But other services do allow the fringe. (MCO 10520.3 of 6 Nov 2013; Chap1.3.g). When in doubt, read the MCO. An excellent source for understanding the differences in service's drill regulations is: https://thedrillmaster.org/about/. There are of course others. None of these online resources are a substitute for reading the actual order yourself.
