Founded by Edmund Rice in 1828 O’Connell’s is a Roman Catholic Primary school which caters for boys only from second to sixth class. It operates under the patronage of the Catholic Archbishop of Dublin and the Trusteeship of the Edmund Rice Schools Trust. The school is managed by a Board of Management and is funded by the Dept. of Education and Skills. It operates within the guidelines and regulations set down from time to time by that Dept.
O’Connell’s serves the Parish of St. Agatha’s Nth William St. and neighbouring parishes. It has a commitment to diversity and inclusivity, while simultaneously, protecting the integrity and Catholic ethos of the school.
The School Ethos.
The school recognises the central role and constitutional rights of parents as the primary educator of the child.
As a Roman Catholic School we aim to promote the full and harmonious development of all aspects of the pupil: intellectual, physical, cultural, moral, and spiritual, including a living relationship with God and other people. The school models and promotes a philosophy of life inspired by belief in God and in the life, death and resurrection of Jesus Christ.
The Catholic school provides religious education for pupils in accordance with the doctrines, practices and tradition of the Roman Catholic Church and promotes the formation of the pupils in the Catholic faith.
The Religious Education Programme in use in the school is the Alive-O programme.
Conscious of the legacy of Edmund Rice, we show special concern for the disadvantaged, respecting the dignity and uniqueness of each person. Working together as a school community, the Board of Management , principal, parents, teachers, ancillary staff,
school chaplain, the multi disciplinary team, the Department of Education and Skills and Community Care.
O’Connell Primary School was founded in 1828 by the Irish Christian Brothers to offer a Catholic Education to the poor.
Today, O’Connell’s is committed to providing a quality , child-centred educational environment for all its pupils.
It aims to enable them to develop academically, physically, socially and spiritually to their fullest potential.
By harnessing the dedication, skills and sense of caring of its staff and parents, O’Connell’s aims to meet the varied needs of its pupils so that they may live happy, productive and fulfilled lives.

(b) The school recognises the rights of the Patron as set out in the Education Act of
1998, section 15, (1) and (2).
(c) The school accepts and supports the religious and educational philosophy of the
Edmund Rice Schools Trust as outlined in its Charter:

The financial resources of the school are provided by a combination of capitation grants and fundraising. The teaching resources are provided by the DES teacher allocation.
The implementation of the school’s admission policy must have due regard to the financial and teaching resources of the school.
The school operates within the rules and regulations set down, from time to time, by the DES. It also follows the curricular programme prescribed by the DES, which may
be amended, from time to time, by the DES, in accordance with the Education Act 1998, (sections 9 and 30).

The school gates are open before 8.am to facilitate deliveries and staff from both schools. The primary yard is supervised from 8.30 – 8.50.
If there are any changes to these arrangements parents/guardians will be informed accordingly.
The School Calendar.
The school calendar is drawn up at the beginning of each school year. Parents/Guardians will be supplied with a copy. If the calendar needs to be changed
they will be informed.
The School Curriculum.
The school follows the curricular programme as laid down by the Dept. of Education and Skills.. As a DEIS Band 1 school additional time and resources are given to literacy and numeracy
Extra – Curricular Activities.
The school provides a wide range of artistic, sporting, social, recreational and cultural activities.
They help to develop the potential, talents and interests of pupils .They are given the confidence and skills to become full participants in society in later life.
As a participant in the School Completion Project the school provides in-school, after-school and out-of-school activities to encourage and support the participation and retention of pupils in school.
Parent – Teacher Meeting.
Formal Parent –Teacher Meetings are held once a year. Parents or guardians will receive prior notice of the meetings. Informal and Care Team meetings may also be arranged at the request of either parent/guardian or teacher.
It is necessary for the school to arrange fund-raising events to supplement funding from the Dept. of Education and Skills and other official grants, in order to maintain a high level of service to the needs of our pupils. Parents and guardians are urged to support all our fundraising efforts.
Book Rental Scheme.
The school operates a Book Rental Scheme to support our parents/guardians in funding their children’s education. An annual payment of €50 covers schoolbooks, art materials, photocopying, musical and sporting equipment.
All parents/guardians are required to make this payment in order for this scheme to be viable and workable.
Application for Admission.
Application for enrolment in the school is made by completing the school’s application form and returning it to the School Office.
The application form is available from the School Office.
The completed application form must be accompanied by confirmation, in writing, that the parent(s)/guardian(s) accept the Code of Behaviour of the school.
Written confirmation of acceptance of the Code of Behaviour is a condition of enrolment. Enrolment will be refused in the event that written confirmation is not provided.
Parents/guardians must provide an original Birth/Adoption Certificate.
Catholic applicants must provide a Baptismal Certificate.
Applications for enrolment for the next school year can be made at any time in the preceding school year up to the closing date of May 1st of that year.
Parents/guardians will be informed of their child’s acceptance or refusal, in writing, within 21 days of that date. The school makes provision for late applications subject to places being available in the school.
The Board will inform the school community of the procedure for application, through appropriate channels, e.g. the feeder school, open days.
Except in exceptional circumstances, all boys who submit an application to the school will be enrolled in accordance with the criteria below, provided there is space available.
The Board will have regard to relevant Dept. of Education and Skills Guidelines in relation to class size, staffing provision and/or any other relevant requirements concerning accommodation, including physical space and the health and welfare of the children.
Pupils may only be enrolled between the ages of 7 and 12 years.
Should applications exceed available places the following criteria will apply in the following order:
1. Brothers of children in the school.
2. Catholic children living within the parish boundary of St. Agatha.
3. Catholic children living outside the parish boundary who do not have a Catholic
school in their parish.
4. Children of current staff, including ancillary staff.
5. Other children living within the parish boundary of St. Agatha.
6. Other children living outside the parish boundary.
Should there be too many applications for the available places within any of the above categories, places will be allocated based on age, with priority from the eldest to youngest child.

Special Needs Assistants.
The school welcomes applications for admission of pupils with special education needs.
The school will use the personnel and financial resources provided by the DES, to make reasonable provision and accommodation for students with disabilities or special needs, up to a nominal cost.
The school aims to identify, at an early stage, any applicant who has special needs and to become familiar with the specific needs of the child.
In making provision for children with special needs, the school needs to know if the child has had access to;
1. A special needs assistant.
2. A special class.
3. Help for specific needs, from any resource teacher.
4. Assistance with behaviour modification.
5. Psychological assessment.
6. Any additional resources to help with special needs.
7. Help in areas including visual impairment, hearing impairment, learning disability
or emotional disturbance.
8. Any resource in relation to travel or mobility.
If an expert report is provided, it should include workable strategies for addressing the needs of the child, allowing for the resources available.
If no expert report is available, the school will request an immediate assessment in order to determine the educational needs of the child.
Having gathered all the relevant information available, the Board of Management will assess how the needs of the child can be met.
The DES will be requested in writing to provide additional resources, if such are needed.
Parents/guardians of children with special needs are strongly advised to make early
Application to the school to allow time to follow the procedures outlined above.
As soon as possible , but not later than 21 days after a parent or guardian has provided the relevant information, the Board shall decide on the application concerned, and inform the parents/guardians in writing of their decision. (Education. Welfare Act 2000, Section 19, 3.).
Transfer of Pupils from other Schools.
Pupils from other schools may transfer into the school, at any time, subject to the following conditions.
The transfer is in accordance with the School Admissions Policy.
The school is satisfied with the reasons for the transfer.
The transfer is in the best interest of the pupil.
All relevant information from the former school is made available.
Space is available in the school to facilitate the transfer.
The Educational Welfare Officer is consulted, if necessary.
Decision – Making Process;
Decisions in relation to admissions are made by the Board of Management in accordance with the School Admissions Policy.
The Board reserves the right to refuse an application for admission, in exceptional circumstances, as stated in the Education Act of 1998,(Section 29).
Such an exceptional case could arise where either:
1. The pupil has special needs such that, even with additional resources available from the DES, the school cannot meet such needs and/or provide the pupil with an appropriate education.
2 Based on professional reports and in consultation with professsionals eg. NEPS, the pupil poses an unacceptable risk to other pupils, to school staff or to school property.
The Right of Appeal.
Parents/guardians have the right to appeal a refusal by the Board, in accordance with the School Admission Policy.
The Board’s decision will be given in writing and the reason for the refusal will be clearly stated.
The parents/guardians will be informed of their right to appeal, under Section 29 of the Education Act 1998, within42 days, and will be supplied with the Appeals Application Form(Circular 22/02).
The appeal will be made to the General Secretary, Appeals Administration Unit, Dept. of Education and Skills, Marlborough St., Dublin 1, on the relevant form.
The school must be informed in writing of the decision to appeal.
Communication with Parents/Guardians.
The school depends on parents/guardians to provide it with accurate and complete information and to update us in relation to any changes in the information provided.
Unless and until informed otherwise, all correspondence in relation to your child will be sent only to the address provided on the form.
In the case of parents who have separated, and where the school has been informed, the school will arrange for correspondence in relation to the child to be sent to both parents separately, if requested to do so in writing. The school will also try to facilitate separate parent/teacher meetings on request.
Should a parent/guardian wish to update or access their child’s personal data they should contact the School Office.
The school is a Data Controller under the data Protection Acts 1988 and 2003.
Personal data supplied on the enrolment form will be used for pupil enrolment , registration, administration, child welfare and to fulfil any other legal obligations.
While the information provided will generally be treated as confidential to the school,
from time to time it may be necessary for us to exchange personal data on a confidential basis with other bodies including the Dept. of Education and Skills,
Dept. of Children and Family Affairs, the H.S.E, An Garda Síochána,
the National Educational Welfare Board.
When applying for admission of their child to the school, parents/guardians will receive

2.) A copy of the Code of Behaviour of the school.
3.) A copy of the Child Protection Procedures of the school.
4) The standard Application Form of the school.
This policy is published in accordance with Section 15(2)(d) of the Education Act 1998.
This policy was submitted to the school’s trustees, The Edmund Rice Schools Trust,
for vetting and approval as required by Section 15 of the Education Act 1998.
This policy was adopted by the Board of Management on 26 – 10 – 2016. .
This Enrolment Policy will be reviewed as required by the Board of Management.
