NRS Table 4A: Educational Functioning Level Gain
Table 4A reports a subset of students from Table 4 who have made an EFL gain by pre/post test, completion of Carnegie Units, or by enrolling in postsecondary education or training.
All columns use the same rules and logic as Table 4, but are only populated with students who made an EFL gain. In each of Columns C, E, G, and I, the total number of participants who achieved at least one educational functioning level gain of that type are reported. For example, a student who made a level gain in Reading and Math will count in both columns C and E.

Students who do not count on Table 4A
When there are no hours in 90 days between one assessment and another assessment that calculates the entry level in a PoP, the first assessment is ignored for determining a student's inclusion on Table 4A.
For example:
Student's first assessment in the FY places them at ABE L2.
The student does earn enough instruction hours to be placed in a PoP.
90+ days after the date of the last activity (either the assessment or the hours), the student is assessed again at ABE L4.
Student earns 12 or more hours after the last activity to be placed in a PoP.
ABE L4 will populate the entry level of the PoP.
Even though the student appears to have made a gain, they did not because the student did not have hours between the two assessments without a gap.
This student will NOT count on Table 4A.
