State Performance Plan (SPP) Profile

The Individuals with Disabilities Education Improvement Act of 2004 (IDEA) requires states to annually report to the public on the performance of each local education agency (LEA) on the targets in the State Performance Plan (SPP) and Annual Performance Report (APR). These required reports must include the state targets for specified indicators, provide the LEA performance compared to those targets and indicate whether or not the LEA met the targets. States are required to include Indicators 1 through 14 in annual reports, as follows:

    • Graduation rates (Indicator 1);

    • Dropout rates (Indicator 2);

    • Participation and performance on state assessments (Indicator 3);

    • Discrepancies in discipline rates (Indicator 4);

    • Least restrictive environment for school-age students (Indicator 5);

    • Least restrictive environment for preschool students (Indicator 6);

    • Preschool outcomes (Indicator 7);

    • Parent involvement (Indicator 8);

    • Disproportionality across all disability categories (Indicator 9);

    • Disproportionality in specific disability categories (Indicator 10);

    • Completion of initial evaluations within 60 days (Indicator 11);

    • Transition from Part C to Part B services (Indicator 12);

    • Secondary transition planning (Indicator 13); and

    • Post-school outcomes (Indicator 14).

EMIS data is reported to the state on an annual basis or more often as requested
