Authorized Banner users can transfer budget dollars between Fund Codes, staying within the boundaries of E&G, Overhead or Auxiliaries.
The transfer takes place on Banner Form FZABDGT, and the money is moved immediately upon entry of the transaction. No further approvals are required.
Important Points:
You CANNOT cross boundaries between E&G, Overhead, or Auxiliaries
You can transfer from one fund to one fund OR one fund to multiple funds in one transaction
You can transfer budget dollars FROM your department to another
You CANNOT take budget from another department (they enter that transaction)

Other Banner Forms associated with Budget Transfers include:
FGIBAVL: displays budget controls and the total budget amount available
FGIBDST: check the budget availability of an individual fund or account
FGIJSUM: used to see the details of the transfer before it is completed
FGITRND: shows the year to date transactions on that fund and can provide access to FGIDOCR to provide more activity details of a fund
Account codes are important in Banner transactions.
Check the Banner Budget Level Account Codes in the linked manual on page 23 before completing a budget transfer.
A journal entry is used to make corrections to posted finance transactions by transferring expenditures (money spent) from one fund to another. This is for items/charges that HAVE posted that are NOT related to salary.
The Controller's Office is responsible for entering and approving journal entries and requires that you fill out the journal entry form. You can download this form as an Excel sheet, complete the form, and submit it to the Controller's office with proper documentation and justification.
Per revisions to Policy 3255: Cost Transfers on Sponsored Projects, operating cost transfer requests greater than $2,000 are routed to OSP for approval with appropriate documentation. After approval, OSP will forward the cost transfer request to the Controller’s Office for processing. Additionally, OSP will complete a risk-based post-audit review of cost transfers and any unallowable or unallocable costs discovered will be transferred to a non-sponsored fund.
All journal transfers on sponsored project funds, regardless of amount, should be sent directly to the Controller's Office (Mail Code 0313 or genactg@vt.edu). The Controller's Office will forward on any entries that exceed $2,000 to OSP for review and approval prior to recording in Banner.
The Labor Redistribution system is used to transfer labor cost between funds to properly match salary funding with work performed (particularly for sponsored projects). This is used to process payroll transactions including salaries, wage, fellowship disbursements and summer school.
When entering labor tedistributions, you will need justification for this correction. The Office of Sponsored Programs would like clear justification for the transfer of the labor cost.
In order to improve efficiencies, OSP management in conjunction with the Controller’s Office and VT Foundation staff made changes to how certain VT Foundation and Residual Funds are managed.
To date OSP has managed certain funds i.e. Virginia Tech Foundation Funds and Residual Funds like they are restricted funds by putting an annual end date and providing a PAN even though they are considered an unrestricted class of funds. In order to streamline the process of extending these funds, a decision was made to automatically extend the end date to 6/30/2025. This process was rolled out on June 15th and an automatic system generated email communication was sent to the Finance Managers. OSP will not send a new PAN regarding this change.
OSP is also working with the Controller’s office to further increase administrative efficiency by having a batch process look for any changes in the revenue side of the funds in this category and automatically increase/decrease the budget amount to match the revenue. This will eliminate the processing of thousands of PANs each year.
