Authorized Banner users can transfer budget dollars between Fund Codes, staying within the boundaries of E&G, Overhead, or Auxiliaries.
The transfer takes place on Banner Form FZABDGT, and the money is moved immediately upon entry of the transaction. No further approvals are required.
Important Points:
You CAN transfer from one fund to one fund OR one fund to multiple funds in one transaction
You CAN transfer budget dollars FROM your department to another
You CANNOT take budget from another department (they enter that transaction)
You CANNOT cross boundaries between E&G, Overhead, or Auxiliaries

Other Banner Forms associated with Budget Transfers include:
FGIBAVL: displays budget controls and the total budget amount available
FGIBDST: check the budget availability of an individual fund or account
FGIJSUM: used to see the details of the transfer before it is completed
FGITRND: shows the year to date transactions on that fund and can provide access to FGIDOCR to provide more activity details of a fund
Account Codes are important in Banner transactions. Most transfers of operating dollars take place in Account Code 1200.

BBB: Base-Budget Transfer (user)
BBO: One-time Budget Transfer (user)
BCB: Base-Budget Transfer (central)
BCO: One-time Budget Transfer (central)
BHO: Distribution of returned overhead for special allocations (sponsored projects/automated)
B02: Roll-forward of EOY balances for Project-to-Date Funds (automated)
B05: Returned Overhead arrives with this Budget Code (automated only)
The key to identifying these is to remember that O stands for one-time and B stands for base
The budget control in Banner has control on the budgets at an organizational level. Expenditures are not stopped in E&G and Auxiliary funds until the budgets in that organization (department) have been used. The system checks the BAVL fund to ensure that there are funds to spend.
To check the BAVL fund associated with a Fund Code, you can visit FGIBAVL to check the budget controls and the total budget available amount.
